Administrative-only development approval means city staff approves projects with no public hearing and no commission vote. Jen has voted against expanding that process and has said so publicly: development approval is a three-legged stool. Take out the citizens and it falls.

She hasn’t always had the votes. But she’s stayed with it — and her position hasn’t changed since she first ran in 2017.

That same persistence drove her work on the US Recycling crisis in Central Cocoanut. For years, residents raised concerns about toxic dust coating their homes while regulators did nothing. Jen kept at it — requiring the perimeter wall, securing road improvements, calling for air quality monitoring. In March 2026, she brought it back to the commission for a unanimous vote to pursue a public nuisance action.

Neighborhoods deserve to be heard before decisions are made — not handed a done deal and asked to comment. That’s been Jen’s commitment for nearly a decade. It’s why she’s running again.
